Even though the Festival of Scylla is a time of great cheer, Mr. Proietti looks especially gloomy today. Against his wishes and basic common sense, the wastelanders have been allowed to attend the festival this year. Apparently, his superiors have decided to show them good will and invite them in, hopefully to help patch up those ongoing problems in their relations. Now that they're here, though, the wastelanders insist on insulting Scylla's memory by refusing to wear bright colors. He has a serious feeling they're up to something else, too. Something really bad. But without any proof, that's probably his self-admitted biases talking. (Sigh.)
